On the 21 May 1923, at the Buildings and Grounds Committee meeting, it was discussed that the roadways within the University Grounds was considered as the roadways were unsatisfactory and of untidy appearance which needed cohesion and uniformity; therefore, a small committee or some one person should be responsible and have authority to act whenever occasion demanded in order to unify and tidy the roads and gardens. Suggestions by Professor Madsen thought that the funds should be made available by the University in order to implement preparation of the roads, drainage and proper assortment of ballast.
The Buildings and Grounds Committee discussed such matters and recommended that the committee consisting of the Warden, Professor Warren, Madsen, Wilkinson and and Mr A D Craig would be in charge of the maintenance and construction of roadways within University grounds, and that Professor Madsen be appointed executive head of such committee. This recommendation was considered by the Senate at a monthly meeting held on 11 June.
