Sydney Teachers College became a College of Advanced Education within the NSW Department of Education in September 1971 under the provisions of the Higher Education Act, 1969, and in 1974 was established as a body corporate with a Council appointed by the Minister. This interim Council held office until October 1976.

The Higher Education Act was replaced by the Colleges of Advanced Education Act on 1 June 1975 and governed the Colleges operations after that date.
