Problems associated with the provision of higher education in the rapidly expanding western region of Sydney were being highlighted in reports by the New South Wales Higher Education Board and the Commonwealth Tertiary Education Commission. In June 1985, the Higher Education Board proposed a review of higher education in Western Sydney. It recommended the establishment of a multi-campus university in Western Sydney. In March 1987, the premier of NSW and the Prime Minister agreed that a university college was to be established as the initial stage of a full university, under the auspices of the University of Sydney.
Interim Board of Studies was established by the Senate on 5 April 1988 and was responsible for planning activities. The Senate adopted resolutions relating to the Constitution and functions of the Interim Board of Studies, and members were appointed by the Senate. The Pro Vice Chancellor, Dr. P. Lahy, chaired the Board. The Board had 3 meetings, 11 April, 2 August, and 20 September 1988. On 1 January 1989 the State Government established the University of Western Sydney. In the Act establishing the University, the State Government also repealed the Chifley College Interim Council Act, 1987. The Senate Resolution of 5 April 1988 therefore lapsed.
