Harris was born in Croydon on 23 August 1910. He won a scholarship to Newington College for his secondary schooling. From 1929 to 1933 he studied chemistry and geology at the University of Sydney, graduating BSc. Harris then went to work for FT Wimble and Sons, manufacturers of printing inks.
In 1942 he again attended the University of Sydney, undertaking the Radio Physics Training Course under Professor Bailey. In 1943 he was enlisted in the Australian Air Force and served at the radar stations in the Admiralty Islands and New Guinea.
Harris suffered from Alzheimer's in his later years, and died on 20 June 1995 survived by his wife, son and daughter.
